"Last year on the 15th of May, I was assigned to purchase a Thermacam product from Flir U.S.A. The complete info of this ThermcamE320 model, unit price estimated, 24,000 USD, expected date of delivery was mentioned on the Requisition. This item was not a first time purchase.
Requester mentioned the training of the Thermacam will be given and this item will be used at the project commencing early August2007.
To fulfill the requirement of the Requisition, the only point is to get in time. In this case the delivery time is critical. I sent RFQ to three different suppliers one in Singapore and two in France. One French supplier is our regular / general supplier and the other is a dealer of Flir. I did not sent RFQ to the Flir France instead, I sent RFQ to its dealer, I did have my own reasons.
The closing date was approaching but none of the suppliers was submitting the quotation. My worries grew bigger and I knew the reason why.
It was because of the US sanction to Myanmar. I checked with the dealer of French Flir and the reply was negative that they were unable to get export license from Flir (France) due to US sanction. Our general supplier declined to offer with the same reason. I checked with the requester asking any equivalent product rather than US because of US sanction to Myanmar. But he insisted on Flir USA only.
Fortunately I remembered one of our UK suppliers in Aberdeen, procuring Oil and Gas purchase and service more than a decade to our Total Myanmar who had a good reputation to our company . He once informed me that he could Import even to Iran for some items.
I contacted him. After three days, I received the quotation from UK Supplier with the competitive price, the in-time delivery date and without any political constraints. He could deliver to our UK forwarder in time and had nothing to worry about sanction.
The conclusion is that I could make the good and correct third party supplier under such circumstances."
