"Procurement being a process, its original stages involve requisitions from user departments to shoot the process but the problem I have encountered is the conflict between the functions/departments and my department(procurement).
Competition between purchasing and other functions involving the allocation of scarce resources for example budget conflicts
The management of this problem was to hold meetings with all the departments and value the usefulness of each activity that is in each department's work plan and budget, priorities activities according to usefulness not according to department
The ultimate result was that scarce resources are allocated to department according to their activities, usefulness to the whole organization
Difference between objectives and priorities of purchasing and other departments for example engineers are primarily concerned with quality and reliability and place less emphasis on purchasing objectives like price and delivery.
Corporation and team work was emphasized so as every resourceful person contributes the technical skill so as to come up with the best services, goods or works
The ultimate result outcome is that we as an organization procure the right quality from the source at right price and delivered at right time, at place.
The problem of role ambiguity, role conflicts arising from differing perspectives of organizational behavior, for example the purchasing department may assume that its role is to buy at the right price, time and quality, which may entail buying from sources different from those proscribed by the production department which assumes that its role includes specifying supply sources.
Duties and responsibilities are well stipulated and handed over to respective people and a lot of emphasis put on limitation measures of encroaching on other people's duties and responsibilities.
The out put from the above is procurement of right quality at the right price by the right people at right time.
Finally, all the stakeholders in the organization have started realizing the roles the procurement department has to perform along other functions in the entire organization."
