"When I was posted to work as a procurement assistant within our Farm, I did come face with what I used to hear fellow employees describe as "Cancer in Procurement Department". I have always read about this problem in newspapers. Our Government (Kenya) is currently re-organizing its procurement section as this problem was never addressed at its initial stage.
I was on duty, when I encountered the first corrupt practice in purchasing. A supplier came calling when my Manager was out of the office. He had with him a couple of delivery notes indicating materials supplied to the firm. With him again he had a cheque addressed to my Manager. Because he could not wait, he decided to leave these documents with me.
Before I could give my Manager these documents, I decided to find out if indeed these materials were delivered from the user. The first question I was asked by the head of this section was where I got these documents. When I told him that I got them from my Manager, he asked if I had been sent to him so that he could sign them. I insisted to be shown the materials first. This did no go down well with him prompting him to call my manager. From their conversation, I realized that they were trying to cover up something. Before they finished talking on phone, I left with the documents straight to the Company Auditor to inquire if he knew of what was happening. He asked me to leave the documents with him which I declined as I was sure my Manager would ask for them. He decided to have copies of the documents for investigations.
Back to the office, my manager was furious. He asked for the documents then ordered me to explain what I did or face a disciplinary action.
Before I could explain, the auditor discovered the truth and the Manager was sacked. This was followed by a major clean up of Procurement department, doing a way with Suppliers who compromised services."
